Affordable Rental Housing Waitlist Opening October 5

Apply to Join Waitlist for Select Units at Telestar Court and The Exchange at Spring Hill Station

The Fairfax County Redevelopment and Housing Authority (FCRHA) is

accepting waitlist applications for Project-Based Voucher (PBV) units located at Telestar Court in Falls Church, and The Exchange at Spring Hill Station in Vienna. Waitlist applications will open Monday, October 5, 2026, at 8:00 a.m., and will close Sunday, October 11, 2026, at 11:59 p.m.  Applying does not limit applicants to these two new properties, as those selected from the PBV waitlist may be considered for other properties based on availability and eligibility requirements.

About the Properties

Both Telestar Court and The Exchange at Spring Hill Station are currently under construction. The October 5-11, 2026, waitlist application period is specifically for Project-Based Voucher units located at each property. Applications for other affordable rentals at these locations will become available in the forthcoming months. Interested individuals are encouraged to watch the property websites for news and updates. 

How to Apply to the Project-Based Voucher Waitlist 

Those interested can apply on the Fairfax County Housing and Community Development website via RentCafé. Application instructions are available in English, Spanish and Korean.

While the application site is accessible online, individuals who need assistance can call 703-449-9050 or visit the FCRHA office (3700 Pender Dr., Fairfax) during normal business hours, 8:00 a.m. - 4:30 p.m. Monday - Friday. 

How Waitlist Applications Work

Applications will be selected at random and placed on the waitlist. Once a unit becomes available, the waitlist applicants will be contacted, screened, and determined eligible based on income level, household size, and the size of the rental unit. Applicants are encouraged to keep contact information updated on the RentCafé application portal to receive timely updates.

About the Project-Based Voucher Program

The Project-Based Voucher program is a subsidized rental housing program where households pay a portion of the rent, up to 35 percent of the adjusted gross household income while the county pays the remaining portion of the rent. Project-Based Voucher program participants are ineligible to receive other federal housing assistance subsidies.
