On August 1, Anna Shapiro will join the Fairfax County Department of Housing and Community Development (HCD) as the new Deputy Director for Real Estate Finance and Development. She will bring her dedication to public service and over 15 years of experience in the fields of real estate, housing, and public private partnerships to support HCD’s commitment to affordable housing development and preservation.
After earning her Bachelor of Arts in Architecture/Industrial Design from Washington University in St. Louis, Ms. Shapiro worked in the fields of residential architectural design and construction in small firms in Nashville, New York City, and DC. Her passion for responsible and equitable urban development led her to pursue a Masters in City and Regional Planning (MCP) at the University of Pennsylvania.
After earning her MCP, Ms. Shapiro spent 10 years working for the government of the District of Columbia leading programs and projects within three agencies that delivered significant affordable housing while expanding economic opportunities. At the Department of Housing and Community Development, she managed the day-to day implementation of the Affordable Dwelling Unit (ADU) and Inclusionary Zoning (IZ) programs, including establishing an administrative process for renting, selling, and monitoring new ADU and IZ units. As a Project Manager within the Office of the Deputy Mayor for Planning and Economic Development, she managed transformative, mixed-use public-private partnerships that included market rate, affordable, and Low Income Housing Tax Credit (LIHTC) housing, public facilities, retail, office, and other public benefits. In the Office of the City Administrator’s Office of Public-Private Partnerships, she served as the Director of Projects, identifying opportunities to leverage private investment in the redevelopment of the District’s infrastructure.
Most recently, as a Senior Vice President at The Craddock Group, Ms. Shapiro managed advisory teams that provided real estate and capital planning support to public agencies, including the US Department of Veterans Affairs, Washington Area Metropolitan Transit Authority (WMATA), and the DC Housing Authority.
Ms. Shapiro is excited to join the leadership team at HCD and support the housing development goals of the Board of Supervisors and the Fairfax County Redevelopment and Housing Authority.
