On February 22, 2019, Congresswoman Jennifer Wexton, U.S. Representative for Virginia's 10th Congressional District, met with the Fairfax County Department of Housing and Community Development (HCD) and Wesley Housing to discuss challenges and solutions facing Fairfax County around affordable housing. Dranesville District Supervisor John Foust was also on hand to welcome Rep. Wexton and share some history about the beautiful new Fallstead at Lewisville Center community.
During the meeting, HCD Director Tom Fleetwood, highlighted Fairfax County’s efforts to address affordable housing. Particularly, he discussed partnerships with private industry to develop affordable communities through Virginia’s Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA). He noted the county’s innovate approach to PPEAs through the use of federal resources, Low-Income Housing Tax Credits (LIHTC), and county resources, in this case county-owned land, to make communities like The Fallstead at Lewinsville Center a reality.
Kamilah McAfee, VP of Real Estate Development for Wesley Housing, provided an overview of the community and noted the unique use of financing for the project; which involved the allocation of 22 project-based vouchers from the Fairfax County Redevelopment and Housing Authority, and the creative use of both four percent and nine percent LIHTC from the Virginia Housing Development Authority (VHDA). Following the brief overview, Congresswoman Wexton took a tour of the community.
The Fallstead at Lewinsville Center offers 72 one-bedroom and 10 two-bedroom modern, independent-living rental units for persons 62 years of age and older whose household income is at or below 50 percent of the area median income (AMI). Community amenities include an on-site fitness center, business center, library, a landscaped courtyard, and community garden. Ten percent of the units are fully accessible for individuals with mobility impairments and two percent are fully accessible for individuals with vision and hearing impairments. The community is built to VHDA Universal Design and EarthCraft Multifamily Platinum Design standards.
