The Leadership Center for Excellence and Leadership Fairfax have come together to recognize 40 young leaders who are making an impact across the region. This year’s list includes Judith Cabelli, Director of the Affordable Housing Development Division of the Fairfax County Department of Housing and Community Development. The Northern Virginia 40 Under 40 award recognizes Virginia's top professionals under the age of forty who have demonstrated dedication to their community and distinction in their professional accomplishments.
The preservation and creation of affordable housing is one of Fairfax County’s highest priorities with a forecasted need of 15,000 new affordable homes over the next 15 years. As Director of the Affordable Housing Development Division, Judith plays a critical role in developing partnerships, overseeing the County’s Affordable Dwelling Unit and Workforce Dwelling Unit policy programs, making land use recommendations for affordable housing, supporting the County’s Affordable Housing Advisory Committee and serving as an Equity Ambassador to implement the County’s One Fairfax Racial and Social Equity Policy.
“In 2019, as one of the recommendations included in the Communitywide Housing Strategic Plan, we created the Affordable Housing Development Division within our department and brought Judith in to lead it,” said Fairfax County Department of Housing and Community Development Director Tom Fleetwood. “Her leadership, drive and enthusiasm for this work were evident and immediately felt on her arrival.”
One of her most recent accomplishments has been her leadership and support of the Board-appointed Affordable Housing Preservation Task Force. The task force was created to provide the Fairfax County Board of Supervisors with policy recommendations for creative and sustainable housing preservation initiatives that are consistent with the One Fairfax Initiative and best practices. After planning and completing an ambitious six-month work schedule, the task force is set to present their recommendations to the Board of Supervisors Housing Committee on April 6, 2021.

Judith will be recognized along side the region’s 39 other honorees on Friday, March 26 at 10:45 a.m. in a virtual recognition ceremony hosted by Leadership Fairfax and the Leadership Center for Excellence.
