Remembering Richard Kennedy, Former FCRHA Commissioner

Richard Kennedy, who served as the Hunter Mill District Commissioner on the Fairfax County Redevelopment and Housing Authority from August 2009 through December 2023, passed away.

Commissioner Kennedy was committed to advancing affordable housing in Fairfax County, serving on several key committees. He played an instrumental role in transformative development projects, and helped to shape FCRHA policy during his 14 years of dedicated service.


Prior to his service on the FCRHA, Commissioner Kennedy was a career senior executive with the U.S. Department of Housing and Urban Development (HUD). During his decades long tenure with HUD, he held roles including Director of Office of Block Grant Assistance (OBGA) and Acting Deputy Assistant Secretary of Grant Programs.


Upon his retirement, Commissioner Kennedy received HUD’s highest honor, the Distinguished Service Award. Commissioner Kennedy is a graduate of the University of Notre Dame, earning a Bachelor of Science degree in mechanical engineering in 1966.

Commissioner Kennedy served with distinction in the Vietnam War as a member of the United States Marine Corps.
