FCRHA Begins Pre-Development Activities for Affordable Housing in Herndon Near Innovation Station Metro

During its meeting on January 22, 2026, the Fairfax County Redevelopment and Housing Authority (FCRHA) voted to move forward with pre-development activities for 13500 Dulles Greene Drive in Herndon. The 9.6-acre property, located off the Dulles Access Road and near the Innovation Center Metro Station, is being considered for development of affordable housing. The consolidated site includes an adjacent, privately-owned parcel to be acquired as part of the project, contingent on land use and zoning approval.

With the vote, the FCRHA and developer, True Ground Housing Partners (True Ground), will commence pre-development activities. This includes studying the physical characteristics of the site, continuing community engagement, and assessing financial feasibility to support a viable and high-quality affordable housing community.
Site specifics – such as building configuration, total number of units, and affordability levels – will be determined as the project planning continues. For planning purposes, the FCRHA and its development partner are currently considering approximately 435 affordable homes.
The development timeline remains to be determined and is expected to take several years.
Community Input Will Help Shape the Property
Community engagement activities for potential affordable housing at the 13500 Dulles Greene Drive property will occur throughout the development process. Community meetings and other opportunities to provide input will be made available to inform land development decisions.

Innovation Center Station Neighborhood
During pre-development activities, the team will explore ways to seamlessly leverage its proximity to the Innovation Center Metro Station and enhance the Innovation Center North Neighborhood Access Trail. This includes potentially enhancing the newly built trail’s pedestrian experience with improved lighting, landscape improvements, and work-out stations along the trail.
About the Developer, True Ground Housing Partners
True Ground Housing Partners was selected following a competitive solicitation process. Their proposal included an evaluation of public benefits of developing affordable housing, affordability, design approach, financial structure, and developer qualifications.
True Ground has previously partnered with the FCRHA to develop several properties including Ilda’s Overlook Senior Residences and The Exchange at Spring Hill Station.
The executed interim agreement enables True Ground to test project feasibility and advance pre-development activities, working with other Fairfax County agencies such as the Department of Planning and Development and the Department of Transportation.
